I just realized I have not offered at least small solutions, just dropped an idea and a problem on the table. One solution could be is to find partners to Global Voices who are working on different perspective of blogoshpere life. There is probably many such research going on about online communication phases that should or could come before citizen reporting. In those steps Global Voices goals are just one and not even I think the first one. So maybe there should be closer coopration with general online community research initiatives to take away their experiences also and to cooperate in creating successful "outreach".
